Add a new config parameter to set the mock-vault path

Using the config file functionality introduced in https://maidsafe.atlassian.net/browse/MAID-2380, add a new config parameter to the "dev" section to set the mock-vault path. In the same vein as for the rest of things on mobile platforms, we need to have a way to set an explicit predictable path.
