Update the API scope of safe_app_csharp from its limited scope to match the APIs of safe_client_libs/safe_app (00e2f65)

Description

Update the csharp safe_app bindings and expand the API scope to cover all the exposed APIs from safe_client_libs (00e2f65).

Add support for

  • Dotnet Core - windows, linux, macOS (x64)

  • Dontnet Framework (x64)

  • Android

  • iOS

Add support for using mock/non mock libraries based on configuration.

Update the test cases using Nunit3 for the APIs to be able to test in all supported platforms.

Update the Authenticator and Messaging Xamarin apps with the latest bindings
