Vaults Network - churn handling verification

Description

Verify the handling of account transfer when nodes joining and leaving the network.
This may need some iterations and debug work.

This task is getting respec'd to not include debug / patching fixes in it's story points and merely document the process to validate churn handling which should then be able to reproduce and confirm in it's review state.
